Energy Company Obligation (ECO4)

ECO4 is a Government programme where major energy companies are required to provide funding towards the cost of domestic energy efficiency improvements.

These improvements can include:

  • Insulation
  • Heating
  • Solar and renewable energy

You may be eligible if you are in receipt of a qualifying benefit and live in a home that has a poor Energy Performance Certificate rating.

ECO4 Flex means that we can extend this eligibility to more owner occupied and private rented households, including those on a low income or vulnerable to the cold. The criteria is set out in the ECO Flex Statement of Intent in Downloads below. 

There are three main categories:

  • Income - where the household income is less than £31,000
  • Proxies - where the household meets two of the proxies listed in the ECO Flex Statement of Intent, for example, the home is in an area of Multiple Deprivation and the household receives a Council Tax reduction, based on low income
  • NHS referral - where an occupant of an household has health conditions which may be impacted further by living in a cold home
